The Cambodian Center for Social Development criticizes the appeal court's decision to continue holding the two suspects in Chea Vichea's murder case more than 11 months without trial.
Chea Vichea was the outspoken union president who was shot to death in broad daylight on Jan 22, 2004.
The government arrested two men soon after and continue to kep them in jail without a trial.
Cambodian law says a suspect can not be held more than 6 months without any trial.
