A court in Kandal Province charges two men with intention to incite criminal activities during Tuesday's protest against the new toll.
During Tuesday's peaceful protest, police used force to crack down the taxi drivers who protested the expensive toll collection on national highway number 4.
The two men are now in police custody. The provincial prosecutor said if found guilty each man could get jail time between one to five years.
