Kem Sokha Urges Donor Countries to Press for Reforms - 2004-12-03

The excutive director of the Cambodia Center for Human Rights Kem Sokha urges donor countries to press for reforms in the Cambodian judicial system by attaching conditions to aid.

In an open letter to the Consultative Group (CG) Mr. Kem Sokha warned that if the government does not implement reforms in the judicial system, the Cambodian people will continue to suffer.

Government spokesman Khieu Kanharith said Cambodia does not have much experience in reforms and is working with the donor countries to study the issue.

The two-day CG meeting will take place in Phnom Penh next week. Cambodia is expected to receive around US $ 500 million dollars from donor countries and international institutions to rebuild its economy.
