At least 50 people in a village in Kandal province said the village councilman prevented them from talking to Mr. Kem Sokha, the president of the Cambodian Human Rights Center when he came to organize a Buddhist ceremony.
The village councilman said Mr. Kem only had permission to hold the religious ceremony but political rally.
Mr. Kem said he had a right to discuss politics with the villagers when they ask him questions.
