King Norodom Sihanouk who is residing in Pyong Yang, North Korea, wrote a letter to the Cambodian People to inform them that the Cambodian top politicians did not follow his recommendations.
In his website, the King said the package (or Block) vote in order to elect the President of the National Assembly and the Prime Minister at the same time is unconstitutional.
In another development, a soldier shot and killed his army commander with an AK-47 in broad daylight in Phnom Penh, and then escaped on a motocycle. He is still at large.
The motive is not clear, but witnesses said it could be personal dispute.
