Cambodian and United Nations negotiators reached a draft agreement on setting up a genocide tribunal for surviving Khmer Rouge regime leaders.
After five years of negotiations, a draft accord will be forwarded to the U.N. General Assembly and Cambodia's parliament for ratification.
Cambodians will make up the majority of judges on the tribunal.
