The Khmer-Kampuchea Krom Association said thousands of Khmer Krom residents in Phnom Penh could not register to vote in the upcoming general elections in July.
The Khmer NGO said local authorities wouldn't issue ID cards to the Khmer Krom people because they don't consider Khmer Krom people as legal Khmer citizens.
The Khmer Women Development Association said some foreigners living in Cambodia illegally could register to vote.
The National Election Committee admits there are problems with registration and encourage people to report the problems to the NEC.
