Philippine Areas Returning to Normal in Wake of Typhoon Hagupit

Typhoon Hagupit has been downgraded to a tropical storm, but it is still slowly tracking northwest across the Philippines Monday, dumping heavy rains. The Red Cross says 21 people have been killed so far, a much lower toll than last year’s deadly Typhoon Haiyan, which hit the same region. VOA’s Brian Padden reports from the island of Cebu, where cleanup and relief efforts are under way.
