The three-day national conference on good governance ended Thursday with a determination to implement various reforms.
In a speech to end the conference, Cambodian prime minister Hun Sen admitted donor countries had complained that Cambodia has implemented very little reforms.
Mr. Hun Sen said Cambodia is taking a step by step approach towards reforms.
Opposition party leader Sam Rainsy applauded the government's efforts but said he's waiting to see if the government is serious this time.
