Donors Are Wary of Providing Direct Aid to Cambodia's Government - 2004-01-12

In our Hello VOA program, the head of the Cambodian Center for Human Rights, Mr. Kem Sokha, told VOA listeners that most donor countries do not want to provide assistance directly to the Cambodian government, because they think their aid money would go to the individuals' pockets instead of the intended projects.

Instead they prefer to channel the assistance through the Non-Governmental Organizations (NGO) such as the CCHR.
