People's Republic of Kampuchea's former Prime Minister Pen Sovan wrote a letter to King Sihamoni not to sign the controversial Supplemental treaty which Prime Minister Hun Sen signed with Vietnam on October 11.
This treaty was passed in the National Assembly on November 11.
Mr. Pen Sovan is currently president of the National Support party.
