Interview with Dr. Lao Mong Hay - 2004-07-15


In an interview with our stringer, Dr. Lao Mong Hay, former professor of political sciences at the University of Toronto, Canada, said the new bill adopted by the National Assembly and the Senate to allow a hand-raising vote in the Parliament on Thursday to elect the President of the National Assembly and the Prime Minister simultaneously is a solution just to end the deadlock outside the consitutional law.

But Dr. Lao said he noticed that the election of Mr. Hun Sen as Prime Minister seemed to have been done outside the Block (or package) vote, or before the election of the President of the National Assembly and the President of the Senate, which is contrary to the 1993 constitution.

According to the Royal decree of July 14 2004, the President of the National Assembly and the President of the Senate have to submit the name of the candidate for Prime Ministership to the King for approval
