2014 presented U.S. President Barack Obama with some of the biggest foreign policy challenges of his presidency: They included Ukraine, the rise of the Islamic State, the drawdown of U.S. forces from an unstable Afghanistan, the Ebola outbreak in West Africa, and his shock announcement of the normalization of ties with longtime foe Cuba.
