In a statement to the Cambodian people, the king says he cannot convene the new parliament next week, but he had Chea Sim to represent him in the opening session of the parliament.
The king says he will not preside over the first meeting of parliament because the Sam Rainsy Party informed him its members will boycott the meeting and the FUNCINPEC Party president sent him a confusing letter.
